Battle difficulty, or difficulty scale, represents the challenge a monster may pose for a character at their current level. There are 7 pips on the target bar to represent a monster's difficulty, the farthest left being easiest and farthest right being most challenging.
As the character's level increases, monsters become easier to defeat but also have diminishing chances of dropping loot. Monsters that typically aggro automatically to nearby targets will eventually stop being aggressive as the character is becomes high enough level. Additionally, offensive skills will stop gaining skill experience when used on monsters that are significantly lower level than the character.
This also applies when targeting other characters, but characters do not drop loot in PVP.
Difficulty scale
Difficulty scale compares the monster's level against the character's level.
