Reporting the Incident is a level 1 quest that starts in Rog Imperial City. It is part of a quest series, starting with Oily Towel.

Rog Officials are now sending knights to investigate it. This is no longer a guard's job. I need to report back to Marcus Galwin as soon as possible.
